The service is fast and friendly and the atmosphere is pure Ocean City.It can only be Manco & Manco.“You can’t get a bad pizza here,” said longtime customer Franny Quinn who was enjoying slices recently with wife Madelyn. The couple, from the Roxboro section of Philadelphia, have been married for 49 years and estimated they have been eating Manco and Manco for just as long.Franny and Madelyn Quinn have been coming to Manco’s for more than 40 years.“There’s only one reason to come in here,” Franny said. “For great pizza.”That’s not quite true anymore, as Mancos has expanded its menu from its original offerings of plain pizza and soda to a variety of pies and toppings, and also chicken wings and tenders and french fries. But Quinn’s point still has validity.  Pizza remains Manco and Manco’s primary stock in trade and the reason the business, now in its 62nd year, has achieved iconic status on the Ocean City Boardwalk.There are many other places to buy pizza — and excellent pizza at that — on the boards. However if there is a line stretching far outside the store, it’s a pretty safe bet that it’s Manco & Manco’s.“We have a very loyal customer base,” said C.J. Warlow, the manager on duty when an OCNJDaily reporter visited the flagship location at 9th Street.  “They know what they want and they know we are going to deliver it consistently.”Warlow, who has worked at Manco & Manco for 13 years, knows the term “good pizza” is subjective. “Some people like a thicker crust and a lot of cheese,” he said.  “That’s fine, but that’s not us. We welcome the competition.  We all use the same ingredients and mostly the same vendors.  It’s what you do to make your sauce; it’s the cheese blend you come up with.  We feel we have perfected making pizza.  Hey we’ve been at it for (more than) 60 years and we got it right.”Smiles come free of charge with an order of Manco & Manco Pizza.For many customers, going to Manco & Manco is a traditional part of the OC experience, right there with slathering on the sunscreen and shooting for the free game at the end of a round of mini golf. And even though they know what to expect and Manco’s famed consistency lives up to the expectation, there are still some things even the most avid fan might not know about. For example:Staff is held to the same strict standards as the pizza. Male workers must have short hair and their white shorts must have a belt and must be clean.Staffers tend to stay and make it a career. “If you work hard and do a good job there is opportunity for advancement,” said Warlow. Another manager, Chris Mazzitelli, has worked for Manco for 33 years. “That speaks volumes right there about how the company treats its employees,” Warlow added. Other longtime employees include Dave Evans, Tom Rossi, Matt Miller and Rich Cicconetti. The six, in collaboration with other staff, form a de facto marketing committee. The group comes up with new ideas such as the new cheesesteak pizza, and the “Philly Special” deal named after the famous Eagles play in the Super Bowl. Five of the six men are Ocean City natives. Greg Perks is another longtime veteran Manco & Manco employee, having logged 29 years.Pizza maker Michael DeLuca uses a plastic hose to add pizza sauce to a pie.The famous pizza sauce is pumped onto the dough through a plastic hose. This insures a uniform amount on each pie and speeds the process. “If we used (the traditional) ladle we could never keep up with the demand,” Warlow said.Big crowds don’t scare Manco & Manco. “We hosted a Sweet 16 party recently with more than 100 people,” Warlow said. “If three busloads of people showed up right now, that would not be a problem. Most places wouldn’t even have the (available inventory) to handle that.”Twirling dough takes more training than talent. When customers watch a Manco & Manco pizza man nonchalantly toss that homemade dough in the air, it might look like second nature, but it took practice to get there. Employees learn by wetting down a circular piece of fabric and practicing the technique. The pizza palace now sells these fabric “pies” as “Faux Dough” in the gift shop.It takes a village to run an iconic pizza business. At the height of vacation season, Manco & Manco employs 150 people. These include managers, pizza makers, wait staff, bus staff and a small army of delivery people. Of these, approximately 35 are women. “It’s a bit of a stigma,” said Warlow. “Some females might look at the number of guys working here and not apply. But they should because women are some of the hardest working and best employees we have.”Manco & Manco Pie man, CJ Warlow, practices his dough twirling technique with Faux Dough, a circular piece of fabric that mimics the twirling action of the real thing. The first step is to remove the plant from the pot and inspect the root system, he said. “Watering several hours prior will help you remove the plant more easily.” “Once the plant is free of the pot, check for large, old circular roots which can strangle the plant and prevent much-needed nourishment,” he said. To repot, first add enough new soil mixture to the bottom of the pot to return the plant to its original depth. After the plant is replaced, fill in the sides with new potting soil. “The new soil should be well firmed as well as penetrated with a slender stick during the process to prevent air pockets,” Christian said. “Lastly, I soak my plants for 15 minutes in a solution of B-1 plant stimulator to encourage new growth.” Most plants should be repotted annually, but vigorous growing plants may need to be repotted more often, he said. SA to set up anti-corruption bureau

first_img6 June 2013 Public Service and Administration Minister Lindiwe Sisulu has urged ordinary South Africans and Parliamentarians to get behind a proposed bureau to tackle corruption in the public sector, which the department hopes to have up and running next month. The proposal to set up the Anti-Corruption Bureau is contained in the Public Administration Management Bill, which was published for comment on Friday. Responding to questions in Parliament in Cape Town on Wednesday on how the department would ensure the credibility of the bureau, Sisulu said there were no shortcuts to achieving this. “It is only when we show the country that we are determined to deal with this scourge … [that we will] be able to create the necessary credibility … There are no shortcuts,” Sisulu told Parliament’s portfolio committee on public service and administration Sisulu’s department hopes to appoint a high-profile person to head the unit. MPs also raised concern about the funding available in the department’s budget, with R6-million in seed money having been allocated to help set up the bureau, falling short of the R17-million the department says is required to fund its first year of operation. Sisulu said she hoped that the department would be able to persuade the National Treasury to make more funds available, particularly as the bureau would be able to save the government millions by cutting down on corruption and helping to recover money gained through corrupt practices. The bureau was modelled on the Anti-Corruption Bureau of Tanzania, which Sisulu said was effective because it was able to access data from various agencies and entities to combat corrupt activities. The Tanzanian bureau also conducts a review of state tender procedures. The department’s existing anti-corruption unit, said Sisulu, had not proved successful, because of a lack of capacity and because it lacked the necessary legal authority. Mokete Mahapa, the department’s deputy director-general of governance and international relations, said the Special Investigating Unit (SIU) had seconded officials to the bureau. So far, 604 presiding officers had been trained – exceeding the department’s target of 200. Mahapa said the bureau would conduct investigations and institute disciplinary proceedings, working with law enforcement agencies such as the SIU and National Prosecuting Authority, as well as the Financial Intelligence Centre and SA Revenue Service. Criminal cases would be referred to the law enforcement agencies. A case management system would allow officials to monitor the progress of cases to ensure that they were finalised speedily. The bureau would also provide technical assistance and advisory support to deal with disciplinary matters in public administration, while ensuring that uniform disciplinary standards applied across the public sector. An agreement was already in place with the National Prosecuting Authority (NPA) to ensure that whistleblowers are protected, Mahapa added. Delaney presents his “feature-length fallacy” argument based on his conclusion that “many documentaries would be a lot better if they were a lot shorter.” Delaney, who has viewed thousands of documentaries during his time on film festival panels and grant competitions, came to this realization from two different directions.One, as he states, comes from documentary filmmakers’ desires to “stretch” or “pad” their films to get to that feature film length, which film society tells them they need to reach to be “professional” documentary filmmakers and “graduate” from short films.The second reason has to do with how we are starting to consume documentary media. “Watching a film on my iPad or iPod is rarely a continuous event, but rather a series of bouts. Watching a 30-minute documentary on a laptop feels longer than watching a 60-minute doc on my flatscreen,” says Delaney as he encourages documentarians to find a film’s “natural length” over any presupposed ideal time slots.So, whether you’re won over or not, let’s explore what makes micro-documentaries successful and how you, as an up-and-coming micro-documentarian can advance in the new medium.The Importance of Capturing an Audience’s Attention QuicklyAs you can see in the micro-documentary above, Rotatio by Ian McClerin, it’s important to quickly jump into your story. Documentaries can, at times, rely heavily on slow-moving exposition and long text-on-screen title cards to slowly bring an audience up to speed. If you’re creating content that is five minutes long (or less), there is very little time to let information stagnate. However, this doesn’t mean it can’t still be creatively artistic and subtle.Rotatio does a great job of subtly giving you just about all the information that you need in the first two shots. We have a handheld slide with rack focus camera move that shows the setting (as much of it as you need for the doc) followed by a close-up on the subject as she explains what she’s working on. By the time we see close-ups on various parts of her art piece, we’re hooked — all in under twenty seconds.Focus on One Subject in One Point in TimeLet’s use the micro-documentary above, The Junk King by Evan Burns, as an example. This Vimeo Staff Pick teaches a great lesson in simplicity and focus on subject, time, and space. The heart of the story is the subject, Vince Hannemann, a.k.a. the “Junk King,” and his Cathedral of Junk in Austin, Texas. It simply focuses on Hannemann and his creation as they exist at the time of the film.A longer or feature-length documentary would need to fill out a fuller history of the creation and its context into a greater theme. However, for its micro-documentary audience, all we really need to see and explore is the space itself and what makes our character tick — which Burns does beautifully in a quick six minutes.Let Other Platforms Tell The Rest of the StoryOne of the great things about digital filmmaking and online distribution is that it encourages more engagement. Traditionally, viewers would only see a documentary in a theater, then they would discuss it over dinner and more or less forget it.However, as we see with the growing success of take-action documentaries and online campaigns, a micro-documentary film can often be the first point of what is a much longer and built-out digital process.Take the Founding a Startup micro-documentary by BCIC-New Ventures. It briefly tells the story of four successful tech entrepreneurs in British Columbia and how a new ventures program helped them.
